🏖️ South Lake Tahoe Regulation Update: New Vacation Home Rental Policy & Our VHR Division

As of July 17, 2025, the City of South Lake Tahoe has officially enacted a new Vacation Home Rental (VHR) ordinance, replacing the prior Measure T, which was overturned by court earlier in March 2025([KRNV][1]).

⚖️ Why the Change?

* In March, the El Dorado County Superior Court struck down Measure T, ruling that its permanent-resident exemption violated the Constitution and discriminated against non-resident owners([SFGATE][2]).
* In June, the City Council passed a revised ordinance to allow responsible VHRs back into residential neighborhoods under a strict new regulatory framework([SFGATE][3]).

📆 Permit Timeline & Priority

* A temporary moratorium on new VHR permits was in place through the ordinance adoption period([MG Vacation Rentals][4]).
* From June 23 through August 22, 2025, only former VHR or Qualified VHR (QVHR) permittees in good standing—including those whose permits lapsed under Measure T—may apply via the city’s online portal at 9 a.m.([City of South Lake Tahoe][5]).
* Starting August 23, applications open to all eligible owners.
* The city will cap permit issuance at 150 per month, processed in the order that completed applications are received([Avalara][6]).
📋 Key Ordinance Requirements (Effective July 17)

* 150-foot buffer zone between single-family VHRs outside the Tourist Core to prevent clustering([KRNV][1]).
* Mandatory face-to-face (in person or virtual) guest check-in, with a signed Good Neighbor Contract([MG Vacation Rentals][4]).
* Indoor noise monitors and Outdoor cameras to enforce noise, trash, and parking rules actively([KRNV][1]).
* Occupancy restricted to two adults per bedroom, with up to five children (ages ≤ 13) allowed in addition. Studios: two adults + two children([MG Vacation Rentals][4]).
* Licensed property manager required, available *4/7 and capable of responding in person within 60 minutes([Avalara][6]).
* Transient occupancy (lodging) tax must be collected, reported, and remitted by the operator—not automatically handled by platforms like Airbnb or VRBO([Avalara][6]).
* Strict penalties: multiple infractions may result in permitting hearings, and possibly permanent revocation([MG Vacation Rentals][4]).
